What is the Security Competency Test?

The Security Competency Test is a written examination that assesses whether you have the knowledge and understanding required to work as a Security Officer or Crowd Controller. It is an independent assessment you complete before you apply for a security licence with Western Australia Police.

Do I need to pass the test to get a licence?

Yes. You must pass the Security Competency Test before you can apply for a Security Officer and/or Crowd Controller licence with WA Police. FAPSTC does not issue licences.

What training must I complete before booking the test?

You must complete the Certificate II in Security Operations and have your certificate issued before booking the competency test. Training must meet current WA Police licensing requirements.

Why do I have to pay for the test?

The test fee helps cover the cost of administering and delivering the Security Competency Test. This includes booking administration, identity and eligibility checks, test supervision, venue and facility costs, monitoring and security arrangements, marking, results processing, and other operational costs needed to run the test fairly, safely and consistently.

How long does the test take?

You have up to 45 minutes to complete the test. All completed questions are marked, even if you do not finish every question.

Where is the test held?

Tests are conducted at FAPSTC offices in Osborne Park in the Perth metropolitan and regional locations. The exact location and arrival instructions are provided when you book.

Can I bring my phone, notes or smartwatch into the room?

No. Mobile phones, smart devices and written notes are not permitted in the testing room. Items must be handed in as directed before the test starts.

What happens if I arrive late?

If you arrive late, you may lose your allocated test time and be required to rebook and pay again.

What happens if I fail the test?

If you are unsuccessful twice, your training provider will be notified. If you are unsuccessful a third time, your Training Provider will be notified again, and you are strongly encouraged to complete refresher training at your own cost and wait one month before booking another test.

Please note that we do not identify which individual questions were answered incorrectly.

Can I request special adjustments or assistance?

The test reflects the real‑world requirements of security work, including written communication. Requests for adjustments are considered carefully and in line with the nature of the role, and if adjustment was requested when enrolling at your Training Provider.

Does passing the test guarantee a licence?

No. Passing the test is one requirement only. WA Police assess all licence applications separately and may consider other eligibility and suitability factors.

Why do I have to sit this test?

Completion of training alone does not automatically mean you are ready to work in the security industry. The test helps demonstrate competency and supports consistent standards across the industry before licensing.

Does FAPSTC issue security licences?

No. All licensing applications, approvals and decisions are managed by Western Australia Police. FAPSTC’s role is limited to administering the competency test.

Who administers the test?

The test is administered by the Financial, Administrative & Professional Services Training Council (FAPSTC) as part of an industry‑supported competency testing program. FAPSTC is a not-for-profit organisation.

I’ve finished my course but don’t have my certificate yet. Can I book?

No. A test cannot be booked until your certificate has been issued. If you book without a valid certificate, your appointment may be cancelled.

Will I be told which questions I got wrong?

No. You will be advised of your result, but individual incorrect questions are not identified.

What do I need to bring on the day?

You must bring:
• Proof of payment (receipt)
• Your training completion certificate or required evidence
• At least two forms of acceptable photo identification

Is the test supervised?

Yes. The testing environment is monitored via CCTV to ensure integrity and fairness for all candidates.

What if I need to cancel or change my booking?

If you need to change or cancel your booking, you must do so at least 24 hours before your appointment. Conditions may apply.

Is there a limit to how many times I can sit the test?

No. However, the $77.00 fee for every test can quickly add up and it is in your best interests to revise your course notes and be prepared to pass on your first attempt. We will continue to notify your training provider every time you are unsuccessful after the third attempt.

What if I believe the test process wasn’t fair?

If you believe the test process was not fair or reasonable, you may request a review of process. Requests must be made in writing to FAPSTC and include a statutory declaration. Reviews are conducted independently, and a written response is provided.

How long do I have to apply for a licence after I successfully pass the Test?

You have six (6) months to apply for your licence from Western Australia Police. If more than 6 months passes without you applying for your licence, you may have to take the Test again, at extra cost.
